Tennessee Technology Solutions is proud to introduce the Volunteer Radio System (VRS), an all new fully digital two-way radio communications system covering Bradley County, Polk County, and parts of McMinn County, Tennessee.

​VRS is a fully self-sufficient two-way radio system using public-safety grade equipment backed up by a commercial generator providing reliable and private digital two-way radio coverage.

​The system is not dependent on cellular or Internet networks and can operate independently regardless of cellular or Internet outages in our area, and is intended for individuals, groups, families, or businesses looking for reliable forms of alternative communication in the event of a large-scale disaster event or ongoing communications infrastructure interruption.

​We are currently accepting applications for beta testing users, who will benefit from limited free access to assist with testing the new system once operational. If you are interested, please email [email protected].

Volunteer Radio System Service Plans

Below are the rate plans available for VRS system users.

You may elect to provide your own compatible radios, or we can provide leased radios as part of your service plan.

There are two repeater systems available, one on VHF and the other on 800MHz. Customers may elect to choose the system whose coverage area best reflects their desired area of operation.

Volunteer Radio System Coverage Maps

These coverage maps are approximate estimates only and real world experience in coverage varies greatly dependent on a wide variety of factors. Just because the coverage map indicates there is or is not coverage in a particular area does not necessarily mean coverage will or will not be available in that area. Tennessee Technology Solutions makes no representations of guaranteed coverage in any area, and can only make reasonable predictions based on available RF mapping software.

Volunteer Radio System "Bring Your Own Radio" Service Plans:
Under each of the below service plans, the user supplies his or her own radios* to Tennessee Technology Solutions for system programming. The end user is responsible for all equipment maintenance, upkeep, and care. TTS will provide initial programming service for all BYOR devices. Subsequent programming changes after onboarding are subject to programming charges.

All Volunteer Radio System users are subject to the VRS User Agreement regardless of their chosen service plan.

Customer provided radios must be an approved type to ensure compatibility with the radio system. Please refer to our Compatibility List.
VRS Individual Plan - $20/month
  • Assignment of a unique radio ID for your radio
  • ​System access for 1 portable or mobile radio
  • Access to all common public system talk groups
  • ​Unlimited system talk time*
  • No FCC license required
*​Unlimited use of the VRS is subject to fair use policies, availability, and potential service interruptions.

VRS Group Plan - $75/month
  • Assignment of unique radio IDs for your radios
  • System access for up to 4 portable or mobile radios
  • Dedicated private talkgroup for your group communications and access to all common public system talk groups
  • Encryption available (additional fees apply)
  • ​Unlimited system talk time*
  • No FCC license required
​*​Unlimited use of the VRS is subject to fair use policies, availability, and potential service interruptions.

VRS Group/Organization Plan - $99/month
  • Assignment of unique radio IDs for your radios
  • System access for up to 5 radios (additional radios can be added for $15/mo per radio)*
  • Dedicated private talkgroup for your internal communications and access to all common public system talk groups​
  • Encryption available (additional fees apply)
  • Unlimited system talk time**
  • No FCC license required
*Accounts needing more than 20 radios should contact our office.

VRS Radio Lease Service Plans:
Under each of the below service plans, Tennessee Technology Solutions provides the mobile or portable radios for use on the system.
The end user is responsible for proper care and use of the leased equipment. TTS will provide initial programming service for all devices. Subsequent programming change requests after initial onboarding will be subject to programming charges.


All VRS system users are subject to the System User Agreement regardless of their chosen service plan.

​A minimum 1 year service agreement is required for all radio lease plans.
VRS Individual Leased Radio Plan - $35/month
  • Assignment of a unique radio ID for your radio
  • ​System access for 1 portable or mobile radio
  • Access to all common public system talk groups
  • ​Unlimited system talk time*
  • No FCC license required
*​Unlimited use of the VRS is subject to fair use policies, availability, and potential service interruptions.

VRS Group/Organization Leased Radio Plan - $169/month
  • Assignment of unique radio IDs for your radios
  • 5 radios provided (additional radios can be added for $32/mo per radio)*
  • Dedicated private talkgroup for your internal communications and access to all common public system talk groups​
  • Encryption available (additional fees apply)
  • Unlimited system talk time**
  • No FCC license required

Add-on Services:
Users may elect to purchase or utilize the below add on features or services to enhance their system usage experience.

Basic and Enhanced Encryption
If you, your group, or your organization needs or desires privacy against eavesdropping of your radio communications, encryption is a necessity. We offer variable levels of encryption to suit your security needs.

ENCRYPTION NOTICES/POLICIES: TTS will install and key load all customer or leased equipment at the time of activation. If the keys are lost, compromised, or otherwise erased, a per radio key loading fee of the same amount paid per radio at activation will apply. VRS subscribers are expected to maintain their own encryption key values in a safe location and practice proper operational security. TTS is not responsible for compromised encryption keys.

Basic Encryption (ADP/RC4) - $2/per radio at time of activation:
If your only concern is casual scanner users, ADP/RC4 encryption is more than adequate for most users. RC4 utilizes a 40-bit encryption key. ADP, Motorola's proprietary version of RC4, is available on most radios compatible with our system. Please contact our office for assistance in determining if your own radio is ADP/RC4 capable. TTS will manage and load encryption keys at the time of initial programming and activation.

Medium Encryption (DES) - $4/per radio at time of activation:
If your communication is more sensitive, DES encryption utilizes a 56-bit encryption key. Utilization of DES encryption requires the presence of a Universal Crypto Module (UCM) in the user's radio. Contact our office for additional information. TTS will manage and load encryption keys at the time of initial programming and activation.

Enhanced Encryption (AES-256) - $8/per radio at time of activation:

For users wanting the highest level of security for their communications, AES-256 encryption utilizes a 256-bit encryption key. AES-256 is the current global standard encryption level for military and federal governments. Utilization of AES encryption requires the presence of a Universal Crypto Module (UCM) in the user's radio. Contact our office for additional information. TTS will manage and load encryption keys at the time of initial programming and activation.

Text Messaging Service (TMS)
If you, your group, or your organization wants the ability to send short preset or custom typed text messages between your radios, TMS is an excellent additional feature for your radio fleet. Users may elect for this feature to be on all of their radios, or just certain select units.

Text Messaging Service (TMS) capability and use is permitted on the VRS system by all users without additional fee, but requires coordination with our office for Common Air Interface (CAI) IP addressing to avoid conflicts with other users.

GPS Peer to Peer Location Sharing
If you, your group, or your organization wants the ability to see each other's last known GPS location on your APX radio's screen while transmitting, the GPS add on is an excellent feature. This feature requires an APX or APX N series radio, and is not supported by XTS/XTL series or other brand radios. Users may elect for this feature to be on all of their radios, or just certain select units.

GPS Peer to Peer Location Sharing capability 
and use is permitted on the VRS system by all users without additional fee. No coordination with our office is required as the GPS data is transmitted during PTT by the user's radio.
